That's supposed to be Shi? I thought it was supposed to be witchblade.

The toy company was the Japanese producer of Shi. They sold them seperately.
There are a bunch. All of the WOTW Series & variants as well as ALL of the Cyblade/Shi & 1 of the Shi Cyblade. I don't know for a fact, but I almost bet there is a Horihachi Grifter/Shi out there.
They have a gold stamped logo on them to distinguish them from regular copies. Both Chris & Joe have pics of some of them.

TYPO - I corrected it to be HORIHACHI.  How did you get a checklist of the variants?

You are probably right, it was a version of Witchblade, since it was in that card deck.
Since the arm weapon was not used, I think the hair looks more like SHI than Witchblade.

Purely by finding them. I'm a few shy.

I'm no good at link questions so I'll just say maybe part
of the solution could be the Atomik Angels party on the
USS Intrepid.

Cristos - you are correct!
Bob Hope and a man named Zachary Fisher were 2 of only a few men that had navy vessels named after them.
Zachary Fisher saved the USS Intrepid from the scrap heap and made a naval museum.
Billy had his party on the USS Intrepid.
Billy created SHI.
