This was actually taken from a failed attempt to film Roy Thomas's epic All Star Squadron story about the Ultra Humanite.
Ms. Kidman was cast as "Delores" (i.e. The Ultra Humanite), and you can see Gernsbach (the robotic butler for the All Star Squadron) in the background.
I believe that she is holding a device with which she was actually controlling Gernsie.

This movie was scrapped when they discovered that they would have to name the sequel "A.S.S. II"
